Good question! The rules do not current prohibit more than one submission, provided they are unique and substantially different.
For example, an entrant may wish to submit two substantially different solutions for different needs in Track 2:
e.g. 1. Clinical trial contracting support solutions: clinical trial site contracting is a longstanding delay factor in industry-sponsored clinical trials for investigational new drugs. https://ctti-clinicaltrials.org/topics/investigators/site-metrics/ctti-report-finds-contracting-and-budgeting-are-significant-pain-points-for-study-start-up/

So a challenge participant and/or team may wish to review the official rules and, if their own time and interest permit, potentially submit two or more substantially different and unique entries.

Excerpt from the current official rules: "Multiple Submissions: An Entrant (whether participating as an individual, team or entity) may submit more than one Submission, however, each submission must be unique and substantially different from each of the Entrant’s other Submissions, as determined by the Sponsor and Devpost in their sole discretion. Each eligible Entrant may only win one Early Submission prize. See Section 8 for details."
